The Unified Planning Work Program (UPWP) is the instrument for coordinating metropolitan transportation activities in the Midland-Odessa Urban Area. The work program is in essence the budget of the MOTOR Metropolitan Planning Organization (MPO). The UPWP includes a description of proposed work submitted to the Texas Department of Transportation, Federal Highway Administration and the Federal Transit Administration. These agencies are the financial sponsors of the Program. The MOTOR UPWP describes the transportation planning efforts, and identifies the various transportation related planning activities which are to be undertaken in the Midland-Odessa Metropolitan Area Boundary during FY 2012-2013. Long-range planning activities are focused on the continuation of initiatives with increased outreach for participation from the public that were identified in the 2010-2035 Metropolitan Transportation Plan (MTP) development.
